KOLKATA: The West Bengal Transport Department has proposed the introduction of an e-Detection system application at National Highway Authority of India (NHAI) toll plazas to enhance the monitoring and enforcement of provisions under the Motor Vehicles Act (MV Act). The initiative, in line with recommendations from the Ministry of Road Transport and Highways (MoRTH), aims to identify vehicles in violation of permit, fitness, insurance, pollution control, tax, and pending challans.

The proposal, outlined in a letter from the Transport Department Secretary, Dr. Saumitra Mohan, dated September 6, 2024, was addressed to the Chief General Manager, Technical & Regional Officer, NHAI. It emphasizes collaboration between the NHAI and the National Informatics Centre (NIC) to deploy the National Electronic Toll Collection (NETC) application. This system uses toll plaza data and the VAHAN database to detect violations and issue challans automatically.

The Transport Department has requested access to vehicle movement data via an API to implement the NETC system, which is already operational in states such as Gujarat, Bihar, Chhattisgarh, and Odisha. To facilitate this, a brainstorming session and coordination meeting have been proposed. Dr. Mohan also urged the nomination of a suitable officer to coordinate with the state’s Transport Department on the project.

The initiative underscores a significant step towards leveraging technology for better compliance and road safety. The Transport Department believes that the e-Detection system will streamline enforcement, reduce manual intervention, and increase efficiency in tracking defaulters.

Copies of the proposal have been forwarded to key stakeholders, including the Ministry of Road Transport and Highways, NHAI, and NIC representatives, to ensure seamless execution. The project is expected to modernize toll plaza operations across the state, boosting transparency and accountability.
