White House Reaffirms Support for American Workers, Clarifies Stance on H-1B Visas

Press Secretary Karoline Leavitt says President supports revitalising U.S. manufacturing and insists foreign companies hiring in America must prioritise American workers after initial setup phases.

Washington, D.C.: The White House on Thursday reiterated President Joe Biden’s commitment to strengthening the American manufacturing workforce, while addressing concerns surrounding tariffs, trade policy, and the use of H-1B visas in sectors seeing major foreign investment.

Speaking at a press briefing, White House Press Secretary Karoline Leavitt stressed that the President “does not support American workers being replaced” and is focused on reviving the country’s industrial base. “The President wants to see the American manufacturing industry revitalised better than ever before. That’s part of what he’s doing with his effective use of tariffs and cutting good trade deals around the world,” she said.

Responding to questions on the administration’s stance toward H-1B visas, Leavitt said the President maintains a “nuanced and common-sense opinion.” She explained that when foreign companies invest heavily in the United States—particularly in specialised sectors such as battery production—there may initially be a need for foreign skilled workers to help establish manufacturing facilities. “If foreign companies are investing trillions of dollars in the United States of America and bringing in foreign workers to create niche products like batteries, he wants to see that at the beginning to get those manufacturing facilities and factories up and running,” she noted.

However, Leavitt emphasised that such reliance must be temporary. “Ultimately, the President always wants to see American workers in those jobs. He’s told these foreign companies that are investing here, you better be hiring my people if you’re going to be doing business in the United States,” she added.
