The Shanghai Cooperation Organisation (SCO) member states have strongly condemned the terrorist attack that took place in Pahalgam, Jammu and Kashmir, on 22 April 2025. The condemnation was issued as part of the Tianjin Declaration adopted at the Council of Heads of State meeting of the regional grouping.

According to the declaration, the leaders expressed “deepest sympathy and condolences to the families of the dead and the wounded” in the attack. The statement underscored the need for accountability, stating that “perpetrators, organisers and sponsors of such attacks must be brought to justice.”

The collective condemnation reflects the SCO’s ongoing focus on counter-terrorism and regional stability.
