BY A STAFF REPORTER: Russia has launched heavy shelling in ukraine's southern Kharsan region. Ukrainian President Volodymyr Zelenskiy said the death toll from the attack had risen to 21. The president said 48 people were injured in the attack. Ukrainian railway stations were damaged and power outages were reportedly disrupted by russian shelling.
