New Delhi – The Ministry of External Affairs (MEA) has reported that Canada declined India’s request for the provisional arrest of Arsh Dalla, a notorious figure involved in over 50 criminal cases, including charges of murder, attempted murder, extortion, and financing terrorism. In May 2022, a Red Corner Notice was issued against Dalla, and he was subsequently designated as an individual terrorist by the Government of India in 2023. However, efforts to bring him to justice have faced roadblocks as Canada did not accede to India's request for his arrest earlier this year.
Arsh Dalla, known for his extensive involvement in organized crime and terrorism-related activities, continues to pose a significant threat. His alleged activities include terror financing, which has fueled various violent incidents and furthered the agendas of extremist groups. In addition to his designation as a terrorist, Dalla’s actions have escalated international security concerns, intensifying India’s efforts to secure his detention and extradition.
In July 2023, the Indian government formally requested Dalla's provisional arrest, furnishing Canada with supplementary evidence and information regarding his activities. Despite this, Canadian authorities declined the request, citing various procedural or policy-based concerns. This decision has led to diplomatic discussions between the two nations, with India emphasizing the urgency of detaining Dalla to curb his alleged criminal and terrorist operations.
The MEA continues to seek collaboration with Canadian counterparts to facilitate Dalla's capture. Indian officials express concern that allowing him to operate freely compromises not only Indian national security but also threatens global security frameworks by permitting terror networks to persist unimpeded. As of now, India remains committed to securing justice for the victims of Dalla’s alleged activities and is exploring further diplomatic channels to resolve the issue.
