The Lok Sabha on Tuesday passed the Indian Ports Bill, 2025, marking a significant step towards modernising the governance and development framework for the country’s maritime sector. The legislation seeks to create a cohesive and collaborative approach between the Centre and states, while enabling the efficient management of both major and non-major ports.
Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal said the bill promotes cooperative federalism through the establishment of the Maritime State Development Council (MSDC), which will help address inter-governmental differences and outline strategies for the holistic development of ports.
The bill also provides for the creation of State Maritime Boards to oversee non-major ports, thereby ensuring a uniform and comprehensive framework for port administration. This is expected to improve efficiency, streamline operations, and attract investment in maritime infrastructure.
