PANAJI — The Goa Legislative Assembly on Tuesday passed two significant bills aimed at public safety and state revenue reform. Chief Minister Pramod Sawant announced the approval of the Goa Animal Breeding & Domestication (Regulation & Compensation) Bill and the Goa Stamp Duty Act, 2025.
Speaking to reporters, CM Sawant said the animal regulation bill was introduced to address increasing instances of aggressive dog attacks, particularly involving Pitbulls and Rottweilers. “There are several cases in Goa where pet Pitbull and Rottweiler dogs bite children,” he said. “So, we have introduced this Bill to ban them. It will control these types of furious dogs in Goa.”
The legislation aims to regulate the breeding and ownership of certain dog breeds deemed dangerous and proposes compensation mechanisms for victims of dog attacks. While specific penalties and enforcement measures are yet to be detailed, the bill represents the first of its kind in Goa focused on domestic animal regulation for public safety.
The second bill passed, the Goa Stamp Duty Act, 2025, comes in response to the Government of India’s repeal of the central Stamp Duty law. “The Government of India had repealed the Bill and urged the State Governments to bring their own Bill. So, we have passed this Bill,” Sawant explained.
