"No more houses should be built in areas prone to landslides and major floods," Inacio Lula da Silva said during a visit to the southeastern region. Authorities in São Paulo state said 36 people were killed and four others were killed due to the heavy rains, but more casualties were expected to be reported as 36 people were missing.
