MAYANK YADAV: 21ST JULY, Punjab and Haryana High Court has said, "An individual who hasn't genuinely gone to classes/course and has not embraced functional preparation can't be supposed to be a specialist." The court expressed this while saving a request for Haryana Police Housing Corporation which elevated a representative to the post of chief designer who had gotten the degree through distance instruction mode.
